An immigrant is an alien coming from abroad to reside permanently in the Philippines. An immigrant may enter the Philippines under the quota system for foreign nationalities prescribed by the Philippine Immigration Act of 1940, as amended, or on a non-quota basis by virtue of special qualifications.
The following may be issued non-quota immigrant visas:
- The wife or the husband or the unmarried child under twenty-one years of age of a Philippine citizen, if accompanying or following to join such a citizen.
- A child of alien parents born during the temporary visit abroad of the mother, the mother having been previously lawfully admitted into the Philippines for permanent residence, if the child is accompanying or coming to join a parent and applies for admission within five years from the date of birth.
- A child born subsequent to the issuance of the immigration visa of the accompanying parent, the visa not having expired.
- A woman who was a citizen of the Philippines and who lost her citizenship because of her marriage to an alien or by reason of the loss of Philippine citizenship by her husband, and her unmarried child under twenty-one years of age, if accompanying or following to join her.
- A person previously lawfully admitted into the Philippines for permanent residence who is returning from a temporary visit abroad to an unrelinquished residence in the Philippines (As amended by Sec. 5, Rep. Act No. 503)
- The wife or the husband or the unmarried child under twenty-one years of age, of an alien lawfully admitted into the Philippines for permanent residence prior to the date on which the Immigration Act became effective and who is a resident therein, if such wife, husband, or child applies for admission within a period of two years following the date on which this Act becomes effective.
- A natural-born citizen of the Philippines, who has been naturalized in a foreign country, and is returning to the Philippines for permanent residence, including his spouse and minor children, (As amended by Rep. Act No. 4376, June 19, 1965).
Please submit the original and two copies of the following:
- Passport which should be valid for at least six (6) months
- Accomplished application forms (FA Form No. 3)
- Six (6) identical photographs 2" × 2" signed on the bottom front
- Documentary evidence to prove spouse's or either parent's Philippine citizenship; and to show applicant's relationship to Philippine citizen.
- Original birth certificate
- Philippine passport
- Marriage Contract
All originals shall be returned to the applicant after the Consular Officer has examined their authenticity.
- Medical Examination Report (FA Form No. 11) duly accomplished by any physician, whose signature should be duly notarized. It must also include the chest x-ray film, laboratory reports (stool, urinalysis, blood test, etc.). The medical examination report is acceptable only if submitted to the quarantine officer at the port of entry in the Philippines, together with the visa application, within six (6) months from the date the examination is conducted
- Police Clearance Certificate
- Evidence of sound financial status (real property, investment, bank certification or notarized affidavit of support from a relative in the Philippines)
- Personal Appearance for Interview. (Make an appointment when ready with requirements. Provide a big brown envelope which can contain the chest x-ray negative plates and other documents to be submitted to the Bureau of Immigration.)
- Other document/s the visa officer will require.
- Fees (no personal checks)
- Visa fee: US$ 150.00
Please submit above documents in three (3) sets, arranged in the following order/sequence:

- Passport (valid for at least 6 months)
- Three copies each of the following:
- Application form (FA Form No. 3) to be accomplished by the applicant;
- Six (6) 2" × 2" photos signed on the front left-side;
- Documentary evidence of former Philippine citizenship, such as old Philippine passport and original birth certificate. Foreign spouses and children must present legal proof of relationship, such as marriage contract and birth certificate;
- Medical Examination Report (FA Form No. 11) duly accomplished by any physician, whose signature should be duly notarized. It must also include the chest x-ray film, laboratory reports (stool, urinalysis, blood test, etc.). The medical examination report is acceptable only if submitted to the quarantine officer at the port of entry in the Philippines, together with the visa application, within six (6) months from the date the examination is conducted
- Police Clearance Certificate
- Evidence of sound financial status (real property, investment, bank certification, pension, etc.) or notarized Affidavit of Support from a relative in the Philippines with a sound financial status, attaching documents to substantiate declaration or claim.
